Rate limits
Every tool carries a read budget per window. Limits are per workspace, shared across transports, so a chatty client cannot starve a careful one.
At the ceiling
Flipper returns a 429 with a retry-after rather than a truncated answer, and the agent surfaces it as a tool error. Retrieval degrades to a reduced budget when the monthly quota is exhausted; it does not silently return less.
